The 13th Tenet is believed to be thirteenth tenet of the Epsilon Program, succeeding the previous 12 tenets. The myth came to the scene when myth explorers found out about a specific headline in the Liberty Tree newspaper, lying on the streets in Liberty City, reading that Women outnumber men by two to one in Liberty City - FACT!. The word, FACT! is recognized as the ending signature for all the Epsilon tenets, however, it may be possible that the newspaper is mocking the 12 tenets while announcing this particular demography.
Men and women are mentioned in the 7th Epsilon tenet.

Upon analyzing the fact, it is calculated that men sleep with 468 women a year while women sleep with 441 men a year. Meaning that women outnumber men, supporting the idea of the 13th tenet.
