This video is likely to be fake since the scene from 9:53 to 10:12 it is a revised free fall slightly slowed down. Notice also the dislikes the video has.

'Update; The video has been confirmed as fake. As pointed out by the good people of the GVC Youtube channel, in their GTA V O'Clock segment, the video consists of nothing more than semi-clever editing. The flight footage is actually taken from the Free Fall' cheat code. It is also noticable that the "jetpack" does not appear in certain angles, for exsample behind the character, which points out that the Youtuber does not have the editing skills to  make it look like it can be part of the background. And the fact that it is never shown to be equipped by the player himself.

On a sidenote, the location of the "fake" jetpack is nothing more than a well known glitch location. It was never mean to be accessible outside of the story-mission, where Michael rescues the informant from the agents. Making it even more unlikely for Rockstar to hide a jetpack in this specific location.
